ZICTA fines mobile operators a total of K12.6m for poor quality of service

The Zambia Information and Communications Technology Authority (ZICTA) has fined 3 mobile operators a total of K12.6m for not adhering to the Quality of Service parameters set out in their guidelines from the last quarter (Q4 2017) and first quarter of 2018 (Q1 2018).

These parameters include:

  • Call Set Up Success Rate
  • Mean Opinion Score
  • Successful SMS Rate
  • SMS Delivery Time
  • HTTP Successful Login
  • HTTP Success Rate
  • HTTP Down Rates 2G and 3G

The mobile operators fined are MTN, Airtel and Zamtel.

MTN Zambia has been fined K3.6 million for failing in QoS in Mean Opinion Score, HTTP Successful Internet Login and Successful SMS rate for both Q4 2017 and Q1 2018.

Airtel Zambia has been fined K4.2 million for failing to meet parameters in Call Drop Rate, Mean Opinion Score, HTTP Success Internet Login and Successful SMS Rate for Q4 2017, and for Mean Opinion Score, HTTP Successful Internet Login and Successful SMS Rate for Q1 2018.

Zamtel has been fined K4.8 million for failing to meet parameters in Call Set Up Rate, Mean Opinion Score, HTTP Successful Internet Logins and Successful SMS Rate for both quarters.

ZICTA carried out inspections from 1st October to 31st December 2017 and between 1st January to 1st March 2017. Their failure to comply with the set guidelines is contrary to the Section 67 (1) of the ICT Act off 2009.
